The National Library’s Tools Identified as Model Solutions in the State Digitalisation Strategy until 2035

The State Digitalisation Strategy, published on 18 June, adopted by the Council of Ministers and signed by Prime Minister Donald Tusk, states that “a key task in the field of digitalisation is to ensure access to information about the collections, not only digitised ones, of museums, archives and libraries through publicly available, central catalogue systems. At present, many of these institutions still do not have fully catalogued collections, or this data has not yet been digitised.

This will not only help increase knowledge about these resources, standardise data and identify digitisation needs, but will also significantly contribute to their protection and security. These tasks are currently being carried out, among others, by […] the National Library, which is implementing the Integrated Library Resource Management System, developed as part of the creation of a nationwide library network, in which 153 libraries are co-cataloguing as of September 2025. These activities should continue to be developed and implemented in other entities, such as museums.”

This is one of the most important references to cultural institutions in the history of Poland’s national digitalisation strategy. The document sets out the directions for Poland’s digital transformation until 2035. It covers activities relating to public administration, the economy, science and culture, with the overarching aim of improving citizens’ quality of life through the use of modern technologies.

The inclusion of the National Library in the State Digitalisation Strategy also confirms the role played by the shared cataloguing services and collection information access tools developed by the National Library. These services make it possible to build a coherent system of knowledge about library resources, increase the availability of information, and create a modern digital infrastructure serving both cultural institutions and their users.

The State Digitalisation Strategy adopted by the Council of Ministers indicates that central systems for cataloguing and providing access to information about collections are one of the foundations of digital access to knowledge and culture. The National Library is already implementing this model, and the experience gained through the ALMA and PRIMO systems has been recognised as a solution that may serve as a model for other cultural heritage sectors.
